What Happens to the Education Ira if My Son Doesn’t Go to College?

I am thinking about starting an Education Ira for my son, but I am worried about what would happen to the money if he ends up deciding not to go to college. I wouldn’t want it to be wasted, or to have to pay a huge fine. Is it possible to roll this over into another kid’s IRA? We plan on having others, and I would feel much better opening one of these accounts if we could pass the money on in case one of them doesn’t want to go to college. Where can I find out more about this?
