A background check should be as complete as possible it is to have any significance. For instance, a background check on an applicant may indicate a clean criminal record. However, the applicant might have criminal records in other states! Thus a complete background check that covers all the bases is quite desirable in all cases. Employers after all run quite a risk if they allow employees with criminal histories to unknowingly work for them.
